OK, so I have a 2003 F350 with 133,000 miles on the 6.0. It has been running great since July, just replaced the injectors and FICM. About a month or so ago my wife pulls up to a stop light and while waiting for it to change the truck just idles up to about 1250 rpm and surges out into the intersection!!! Luckily she threw it into neutral before it got her too far out and it only got worse from there. My powerstroke mechanic said my ICP sensor was going out. It has since decided after you drive it for 15-20 minutes it will not restart until it has cooled down. I replaced the ICP sensor but it is still doing it. Is there something I'm missing? Please don't say HPOP, I just replaced it about 15,000 miles ago...
I too have an 03. Mine would start to surge at idle when it was nearing oil change at 5000 miles for years. I started using Archoil 9100 and that seemed to stop the surging. about two yrs ago, the pump failed! I no longer have any surging at idle. Then is a problem with these pumps! I just found out about a mouth ago on how to fix this problem. It could be the pump timing has changed a little bit. if it moves too much the engine wont run at all. I dont know if this is your problem, but it makes me wounder if this was my problem for years.

I'm not going to say it is or isn't your pump .... but, incase others search and find this thread ... there was a time when replacement hpo pumps (03-04 type), even from the dealership were junk, some failing shortly after install, others were bad out of the box.
I don't know if they have improved design or QC since then and if new pumps are ok again. I went aftermarket for my pump. I couldn't chance a bad pump. It did cost more, but no repeat failures.
I worked on 6.0 for 10 years and never actually saw one rebuilt.
LOL I actually wasted some of my bandwith so I could watch that. Did not even know they had timeing. Makes sense tho. That has to wobble at the right time and place.
a few things to check first you said Mechanic changed the ICP does the Connection have oil on it? another test is start the truck and do a wiggle test to the ICP Connection under the grey clip will be shorted out if you have some Gauges monitor IPR , ICP, ICPV

Yes, that is the best way of fix this problem. The poor man way is to use red loctite. In the video, it didn't seem very easy to get the pump apart. I did like the idea of up grading the pump by changing the shashplate from a 17* to a 19* . witch is a 30% increase in volume.
