Vacuum works. Manual hubs are good. Everything spins like it should when locked and doesn't when unlocked. Foot heater works. All fuses are good under the dash and under the hood as well. 4wd lights light up when cranking the engine telling me the bulbs are good. Going to check more wires later today after she gets home with the truck.
Sorry what I meant was when you lock the hubs and spin the tires the front drive shaft spins. That's with the vehicle off and what not. Just jacked the front end up had them locked and spun the tires front drive shaft spins. Unlock the hubs spin the tires drive shaft doesn't spin. When you flip the switch on the dash nothing happens. The hubs are manual. No vacuum on them anymore.

Wait a minute, are you saying your hubs are manual as in aftermarket hubs? Warn, Mile Marker Hubs? If so then your switch on the dash will not work.
I might need to add a correction to that - the switch should still trigger the transfer case. Jump on me if I have that wrong.
Yes thats the only thing it will trigger if he has manual hubs. He would still have to get out and lock or unlock the hubs by hand if he wants 4x4 or no 4x4.
Yes they are manual warn hubs. We lock them in and then flip the switch for the transfer case and nothing. Doesn't make the transfer case switch into 4wd.
The switch has the correct ohms when put on the meter in 2hi 4hi and 4lo. Whenever the blizzard stops going to try and see if maybe there are some more broken wires hiding that I haven't found yet. I'm really lost as to why I'm not getting any power to the shift motor though and the wires have continuity.
You can check to see of the motor runs by appling 12V battery voltage to the leads under the plug at the motor. Reversing the leads will spin the motor in the other direction. I used an extension cord that plugs into a cigar lighter or power port and insulated jumper wires from Radio Shack to test mine while trouble shooting a similar problem. BTW, I took the motor out 1st and marked the original position of the socket before test running the motor so I could return it back to 2WD position.
Went to go test the wires on the big 6 wire plug on the shift motor and the connector was not snapped together. If I push the connector on and hold it just right everything works. It has to be held just right though. So new pigtail connector is ordered will hopefully fix the problem when it gets here! If not duct tape will hold it together hopefully!! haha Thanks everyone for the help. Had no idea the first time that it wasn't making a good connection. I had made sure it was on but apparently it was not good enough. When the new pigtail comes in going to make sure all the pins on the shift motor are straight and clean and have some dielectric grease on them. Thanks again everyone!
