Keep blowing fuses

The issue is that I have no tail light or dash lights. I found a blown fuse replace it but it keeps blowing every time I turn the lights on. The one time that it didn't blow I had tail lights but no dash lights. All gauges and instruments work on the dash. I checked and even replaced all instrument fuses for the hell of it. Fuse 17 is the one that keeps blowing. Why does it keep blowing? What else should I be looking for or trying? 06 F-250 6.0l.

You may be fixing ti have a big adventure. If the bulb trick don't work your going to be traceing wires and a lot off it maybe you will get lucky.
For once I will say workbackwards going upstream. The back of the truck is the most common area. You have a squirrels nest of wireing and subharnesses at the back behind the bumper. The factory tow package is there if you have it. Several plug-ins that need to be checked and cleaned because all these circuits are tied together corrision or shorts anywhere in that will affect the whole circuit.
Safety glasses and contact cleaner with the straw recomended. Disconnect each plug, clean look for rubs or pinched spots and good hunting. Test light also recomended.

Also as you clean each connector some dielectric grease
in the plug will do you a big favor later on down the road.
