Sounds like the wiper motor is going bad or a connection between the intermittent modual .
When the wipers are going slow, try smacking(RUBBER MALLET or small wooden board) the wiper motor and see if it speeds up, loose magnets causes this sometimes.
I had the same problem when I started restoring my 1986 F250. I chased it down and found the ground wire broken or at least only one or two strands of the copper wire connecting in between the wiper switch and the chassis ground. I replaced the wire and everything started working as it should be. I think the foot portion of the emergency brake mechanism damaged the wire, because the break was very near the mechanism.

The foot brake smacking the stop when you release it often damages the intermittent wiper governor.
Ford suggests not reattaching it to the bracket on the parking brake mechanism.
You will see it says "do not drop" or something to that effect.
I wrapped mine in foam rubber and zip tied it up behind the fuse block.
My wiper motor is grounded to the intake manifold. Is there supposed to be a ground wire on the governor? Im looking for a wiring diagram for that portion of the setup.
