I didn't have that problem, but had several wiper problems all the way to when they quit all together. It turned out on mine that there was a governor on the wipers up under the dash by the emerg. brake that was acting up causing all the probs. May not be your problem, but it may be something to check?

Could be stuff stuck to the windshield--bugs, rubber, road grit, etc. I have had old wiper blades leave little bits of rubber stuck to the glass as they disintegrated, and until I scraped the gunk off with a razor blade, the new wiper blades chattered over those areas.

went and found it for ya.

its really easy to replace/take out.

I'd suggest pulling it out to make sure the solder joints have not been damaged.
Its well worth the time to help solve the problem.
I could probably do it now in about... 30 mins tops.

I would tend to agree with Talyn. Winshield wiper control module and the governor are the same thing I think? It is in the same place anyway. That's definitely worth checking.

Yea. its not really a covoner, cause its just a mini computer. An IC with a couple sensors.

If you read back in the forums. its a part thats easy to break. I think its cause they used bad solder on the boards, my solder didn't want to work till i got it really hot when i resoldered the terminals. I didn't wanna burn the chips out. So delicate of a precidure. But my solders are not comming loose. I know how to solder, unlike the machine.
but there is a tall chip in there with a heatsync on it. The lil tall chip is what comes loose, and thats what controlls the wipers. I'm not sure what it is, or how it works though. If the solder is broken on it. it wont have a good connection and not work properly. Thus funky winshield wipers.

If you need a new one, go to a junk yard, and find a ford that is NOT crashed. Cause i guess impact crashes can ruin some of the older ones.
The one in my truck looks like its a newer version, cause some had said that the heat sync was tack soldered. mine wasn't.
So.
i'd say look for 91 and newer for it.

Before you start digging for the control module...the high speed control voltage doesn't go through the control module. So if they chatter on high speed it is probably not the control module. If you see a problem with operation only on low speed and intermittent, it might indeed be control module related.

I would first test whether the jerky operation is from the wiper motor, controls, and linkage, or if it comes from friction with the windshield. If you take off the wiper arms, or hold the blades away from the windshield, or put a piece of newspaper or something slick under them, do they cycle smoothly? If so, the problem is not in anything mechanical. You either have stuff stuck to your windshield or you need new blades.

Even though you replaced the blades, they could still be a problem. I have purchased "new" blades that chattered from the beginning. If they hang on the rack in the auto parts store for a long time they can get stiff before you even buy them.

Evan, Mine actually would jerk and stop on high speed, cause when the control module goes bad usually only get high speed.
So. Maybe he has a different problem if he has delay and such too. Personally i'd check the controll module. But its up to him.

what I would check is the piviots themselves, I know on my dad's 93, the piviots are gone, and they barely clean the window, especially at high speeds,

I don't know of a specific product for glass but MicroMesh makes a kit for plexiglass to polish out fine scratches. This would probably work. The grits range from 1500 to 6000.
It's about $45.00. I would try a mild chemical such as Naptha or Mineral Spirits with a Chore Girl(plastic brillo pad). Be careful of your painted surfaces. Do a small area at a time and clean up as you go to keep the fluid from running down into the vehicle.
