Agree a vacuum leak could do it, also a gunked up carb. Ignition issues could contribute... but would likely show up at speed also.
On mine ('78, 400, C6) it was mostly the 35 YO original carb. It often slowed waay down at a stop and sometimes died. Gumout helped a little for a while. A rebuilt carb improved it 80% and tuneup the rest of the way. She purrs now.

The tuneup was a set of Autolight plugs, AZ better grade cap+rotor and a set of Bosch spiral core wires (premium). Around $80 plus my time, timing light and vacuum gauge to help set idle mixture. At a shop, I don't know but will guess around $150-200 for the above plus labor.
