My son's dash pad has a few very small cracks in it. We have been looking at posts of people removing the pad and just using the steel dash underneath.
Does anyone know if the steel under the dash pad is painted the same color as the dash or is it bare metal? If it's already painted, we may go with the steel dash look. I know there will be holes but some say it looks better, holes and all.

Any thoughts on this?

It's painted. You'll be surprised on how nice it will look. Your going to have holes but like was said, it will look better.
The steel dash has holes along the leading edge and slots across the top for you to slide the dash pad back, personally I don't like the look unless the holes are filled.
I put one of the plastic dash board covers on mine...it looks OK.
If the dash pad only has small cracks maybe you should look into covering it with a decent quality vinyl, something like this: https://www.ford-trucks.com/forums/2...rd-repair.html You could probably get by without the french stitching if you use quality vinyl and a heat gun to stretch it.
it's painted but has holes , see pic . I am doing the recover on mine .
if pad isn't to bad you can stretch some vinyl or material over it for a cheap fix .
If you chose to recover it...cut or trim the cracks level with the rest of the dash. Then lay a layer of 1/8" closed cell foam over it, then the vinyl.
I did to the first old truck I had, it just comes out slightly larger than stock because of the foam but it didn't cause any fit problems.
My dash pad was so jacked from the LV summers it literally fell apart. I pulled it off and was amazed how good the metal painted dash looks under the pad. I'm staying metal and filling the holes. I wasn't too crazy anyway with how far the pad stuck out towards the steering wheel.
Everything was stripped out of the cab so I could get under the dash easy to work. I sanded to bare metal under the dash around the holes with 80 grit paper. They cut sheet metal big enough to give me about a inch all around the hole and put the metal on with 3m panel adhesive then put countersunk poprivets through the top of the dash and the sheet metal patches, then smooth with filler and glazing. Here is a couple pictures of the front of the dash, those holes were filled the same way.
