I am experiencing a weird rolling start and a P0299 under boost code after sitting overnight. After warming up and clearing the code it stays gone for the rest of the day and warm starts are instant. I have no problem building 26 lbs boost when merging with traffic on the highway. Any ideas??
I would pull it and then clean the hot side aka : turbine
The once you have it clean and before you put it
back together I would look at this video from DieselTechRon
and make sure that you have smooth operation of the VGT
system the way that he shows.
Like I said above.
I still think you need to check what Ron pointed out at
the 13 minute mark. If the servo plunger is not moving
smoothly. Also it might be something that is hanging up
only when the turbo is cold.

I put Motorcraft 15-40 (instead of my normal Rotella 10-30) in the last oil change about 2000 miles ago and I think that is around the time the weird sputtering rolling start started. This am when I started it I immediately kicked on the fast idle switch and the P0299 code did not come back. Is it possible that this code could be caused by stiction?

I realize I haven't posted a resolution to this question, but I haven't had time to pull the turbo so have just been living with the check engine light and code.
However, I changed my oil yesterday back to 10-30 Rotella T5 and the check engine light and code have not reappeared since. I have no idea how or why the heavier (15-40 Motorcraft) oil would trigger this code but it did. I'm just glad it's gone.
Just to clarify... I am not experiencing any power issues.
Your turbo vanes might be stuck pretty much open. When mine did, it had Plenty of power. In fact too much. When the unison ring was unstuck, I had less power but still good pulling power, that was a good thing. No blown head gasket here.

However, it will come back, especially when you tow. Chances are you might have had a pending code and it cleared itself with start/stopping the engine but adding a quart of oil won't eliminate a 299 code, just delay the code coming back.
Check your vgt's. Never less than 15 nor more than 85.
I have a 2005 excursion with the 6.0 and I had the underboost code but did not notice any power loss. I removed the turbo and opened it up. The turbo vanes were frozen. I cleaned the turbo up and put it back in and I don't get the code anymore.
My 05 Excursion had the P0299 code. My buddy opened up the access port of the turbo to check the vanes and they were free. I gave it an Italian tune up prior to a long trip pulling 9000 lbs, it even blew a greasy CAC boot off. Even during the trip the code never came back and the truck had plenty of power.
