How exactly did you take the readings? From where? 3.6 ohms doesn't indicate a problem; the solenoid resistance is about 2.9 ohms at somewhere around room temperature.
With the valve cover off and wiring harness attached still from points 3-4-6-7 and the ground pin 5. Everybody has said 3.6 is perfect. I am more interested to know the voltage/Ohms that the pigtail is suppose to have with the key on. I believe that's the issue otherwise the harness from the 42 pin is $1,049!!!!!!!!! Or just try the Ford replacement pigtail with connectors and shrink wrap for $34.45 that's even cheaper than a Dorman replacement.
What do mean with the key on? There's no valid measurement I know of for that with the key on. Did you pull the 42 pin connector off and check the underside of the chassis side harness for chafing? You can check resistance from the IDM connector to verify the complete path from there to the injector solenoids, too.
if you have the key off the 9 point connectors from the 42 point, the 9 points that connect to the UVCH. They will be a dead zero. if you have the key on the run position without the engine running they will give off some voltage not much but enough to see if the wires actually work.
What matters is the resistance from the IDM through the injector solenoid and back. Measuring resistance from the harness to the IDM and back is pointless since you'd be trying to measure through the IDM.
There is no criteria for reading backwards from the connector at the VC gasket - key on or off. Whatever readings you are getting, you're all alone - with no reference or support.
