Possible boost issue

Ok, when I'm on 100hp(might also happen on the 80hp) setting and full throttle my boost will climb to about 28psi, then drop quickly to about 18-20psi, and stay there. It won't happen if I unplug the red line from the wastegate. With that unplugged it will climb to about 32psi, and stay there. This all started when I installed the WWII, and continued with the Riff Raff ported housing wheel.

I don't like running with the line unplugged, but it is annoying that it does this. Any ideas?

2000 F-250 SCSB 4x4 on 35's auto trans.
DP tuner, 6637 filter, MBRP 4" turbo back, Riff Raff FRX, ATS housing, with RR ported housing wheel. stock injectors, stock, but strong HPOP, IH up pipes, and gauges.

I was hoping to find out if this some kind of over boost protection, or something is wrong?

Some people opt for non waste gated turbos. I think the turbine housing off of the econo line 7.3's were non waste gated. Banks and dieselsite.com offer after market waste gate actuators that supposedly stay seated longer and don't bleed off more that what is required to maintain the desired boost level.

Thanks for the responses. I guess my real question is what is the best way to stop it? I understand needing to control max boost pressures, but it dropping so far I didn't think was right. Also wondering if tuning could be changed to open the wastegate at a bit higher boost. I know boost isn't necessarily power and Max boost isn't really that important, but like I said I didn't think it dropping so far is good.

The factory and the Banks Big Head waste gate actuators have a canister with a diaphram and a spring. As you build boost, there's red line that runs from your manifold and feeds that boost to the canister and pushes against the diaphram. When the boost pressure overcomes the tension of the spring on the other side of the diaphram it pushes the rod that goes to the waste gate, opening the waste gate.

The waste gate actuator from dieselsite.com eliminates the canister and that red line. It is opened by the drive pressure on the exhaust side of the turbo overcoming spring tension. The article on their website claims the design eliminates the drop in boost when the waste gate opens. I'm not running a boost gauge so i can't say whether it's true or not.

I've seen youtube videos of devices that bleed off some of the boost that feeds the factory canister to allow you to build higher boost, but I've never tried any of them.
