Did you transplant the whole EFI system or swap a carb on it?

that usually means its getting too much fuel, have you checked for any codes? there is also a small possibility the engine was only driven around town (doubtful being an f250) and is extremely full of carbon. how long have you let it run? does it do it at all engine rpms?

Did you transplant the whole fuel delivery system too.. tanks and fuel lines?

If so what is the fuel pressure at idle with vacuum attached to the regulator and with vacuum removed?

Is the O2 sensor installed in the exhaust and electrically connected?

You really need to check fuel pressure and pull the codes, by chance did you transplant the dash gauge cluster too? If not you will need to use a test light to pull codes. See the link for more info.. FORD 1983-1995 OBD1 Decoder
