Repainting the frame (rust)

Not sure if it's a good idea or not, but I've already started sanding and repainting the underside of my '01 f150. Just wondering, do I need to scrape off the rubber coating with a wirebrush or wil it be fine if I paint over it (and if I do need to remove it, is there a better way?)? It's completely gone in some parts due to rust, but a lot of the frame still has the coating.Thanks.

IF it is well attached, i would leave it and paint over as you do the bare spots.

As Steve said, if it is solid just leave it. Just make sure it's clean.
