Before you go spending any money, I'd second unplugging the ICP. Then try swapping the IPR solenoid for the old one. Then try swapping the old IPR back in (switch the solenoid back first, then try the old IPR with the new solenoid). Then try applying 12volts to the IPR manually and see if it starts.

No, not yet. I am going to fool around with it tomorrow. I am going to pull the ICP sensor and pressurize the oil rail and see if I have an o-ring leaking pressure. I have a sneaking suspicion that there is an injector that has come loose.
