Scan Code P-0403/404
As mentioned in other post my '07 Ford 6.0L wont start. Got a new code reader as suggested and got three codes all indicating a bum EGR valve.
I replaced it and it still don't start.
Now that the roads are clear so I can use my two wheel drive to haul it to the ford dealer (70 Miles away) I decided to load it up.
Just for kicks I ran a scan again, now its saying:
P-0403 EGR Circuit Malfunction
P-0404 EGR Circuit Range/Performance
Any ideas how I can fix this, maybe saving having to haul the truck to town.

They could be OLD DTC
Did you clear the DTC upon EGR Valve replacement???
Go Ahead and Unplug your ICP Sensor its Located in the Passenger side Vave Cover Unplug it and try to start the truck
If that don't work you will need a Scanner tha reads live data such as a Scan Gauge II or Dash Boss

Something else.
Some times when I try to start the truck the starter acts like it wont work, doesn't whin, but like its stuck, just "clunk".
Earlier in another post someone asked the RPM when cranking, I mis-spoke and said 500 RPM, it should have be 50.
Is this related?

Definitely related. You need about 150 cranking RPM's for the PCM/FICM to command the truck to start. Have you checked your cranking voltage and FICM voltage while cranking? Sounds like your batteries may be low or your connections dirty. Check them at the battery, block/frame, and starter. Batteries should be LOAD tested separated from each other.

I tested the FICM, while not cranking and while cranking. I get 48.4-48.6 volts.
Batteries are good, plus I have a booster on while trying to crank the engine.
