Recently bought a f350 and I can't figure out the wiper problems. Replaced motor and switch but they still don't work at the back of the switch on the hot wire the multimeter reads .1 volts opened the module box and can't find any problems there went to a jy and replaced module still the same problem multimeter reads .1 at the motor connection checked and cleaned all grounding points with wire brush any advise would help

What happens when you try to turn the wipers on? what about when you push the lever in (this activates the windshield nozzles and the wipers)?. It seems like you tried everything else, then maybe the problem is in the lever, you'll need to remove the steering column cover, then remove the whole assembly, from there you can either service the whole part or replace it, which can be expensive.
If you decide to service the part, do a search on the net, Steve83 did a great pictorial on how to do it.

Its on the dash, not column, and my guess is the black box, I just got a non-interval switch and bypassed it, had the same issue of them not working. I couldn't see anything visible wrong with the circuitry in it, but now I have wipers. The boxes weren't durable to begin with, I haven't seen a working one yet out of 4 87-91 trucks. The 92-up design seems to last better, but its a whole different setup.

Thanks for all the quick advise I really appreciate it. I ran a jumper wire from the drivers side battery to the hot wire on the switch and cycled through all stages of the switch the wipers work in all settings. In the process of doing that the cd player spun up and the radio started to work. There is no fuse in the fuse box for the wipers but there is one for the radio I am puzzled traced the wire but could not find where they are connected. I was told at work to try and replace the starter solenoid but I don't see what good that will do. I just want to get my wipers in original working order so I can get a state inspection.

You said it worked and the radio fired up when you ran the jumper to the battery.. I'm guessing you have a fuse problem... I'm not sure if the 90 model has the fuse box under the hood or not... But on my 97 F-250 the fuse for the radio memory is in the box under the hood... And another one for the radio in the one under the dash... But the radio won't work unless both fuses are good, the wipers "might" be on the same circuit as the radio memory..
Just something else to look for, it might be an easy fix..........

Here's a pic showing my 91's wiper schematic. Your's may be a little different, but I doubt it's by much. All my pics are 91, sorry, that's what I have.
My truck doesn't have an underhood fuse box. It has fuse links attached to the starter relay. I also think it may be a fuse problem because on mine, the radio and wipers ARE on the same basic circuit. The wipers are upstream. Here's some pics:
This shows fuse link G. Power goes through the ignition switch on the left side where it powers the wiper switch before going to the fuse block. In the block power goes to various fuses, including #11.
This shows fuse #11 directly powering the radio. Further down shows the radio illum through the headlight switch.
Hopefully this gives a good starting point. Please double check the '90 schematics. If you pull down the fuse block, be careful. Mine has gotten really brittle and has cracked at the mounting screws. Good luck!

Thanks for all the help I will get to it after work tomorrow. I will try to post pics tomorrow I also replaced the steering column with another from an automatic but used all the same wiring from the old column I don't think it would cause a problem. It was the notorious pewter linkage that broke that caused me to replace the column. Again thanks for your help.
