Windshield wiper malfunction
Now they won't turn on at all. I checked the two relays controlling them and found that they seem to be functioning.
I suspect the wiper motor has expired, but want to ask this forum if there is any other possibile fault that should be checked before removing the cowl cover and wiper motor.
Additionally, I wonder if there is another source of replacement motors rather than Ford where the price is $ 250.

Sounds like the wiper motor to me. You've got a couple of options.
You might get it repaired at an electrical shop that deals with electric motors for less than $250.
I'd get the part # from Ford and see what vehicles it might cross reference to. If it's fairly common, like say they use the same motor on the F150 and Explorer, you'll be able to find a good used one at a wrecker for considerably less than $250.

Also don't rule out the multi function switch ( turn signal, bright lights, wiper control- lever on left side of steering column ) they have been known to cause problems. My wifes 1999 F-150 had a problem where the wipers would come on by themselves. It wound up being the MFS. I paid $83.00 for a new switch from the local Ford dealer. Oh Yea ! If you have to replace it you DO NOT have to remove the igniyion key cylinder like every manual tells you to.

Is there a module that controls the wiper motor during intermittent operation located elsewhere than in or near the fuse/breaker box under the hood. In view of the characteristic intermittent nature of the fault, perhaps that may be the most likely fault rather than the motor. I plan on attacking the removal and testing of the motor on the weekend.
Additionally, I should inform you that the truck is actually my son-in-law's. I own a Ford but it is a 1993 F-150 4x4 that has given me nothing but superior service and looks brand new.

Mine did the same thing. It should be a recall item. Call the dealer and have them take a look. Of course, if they have already done recall motor work, this all goes out the window.
