I did drain some from the fuel bowl, had a red tint and smelled old, but nothing to bad. I just don't know what else it could be? good rail pressure, good buzz test. whats left?
TUGLy lists that in his signature. It may help with values u seek. Red fuel prob means job site tank and they are notorious for water in them around here. When i drained mine, I removed the power wwire from the pump, ran a hot wire, installed a hose to the filiter drain and drained all it would pump. Once i put some fresh fuel in it, I had to crank a couple minutes to get the new fuel through the system.
thanks for that paperwork! under "Requirements to start" it says i need 1 to 6 milliseconds of fuel pulse width. I have .5 MS It seems thats the problem?!
Ignore that 0284 for now, the gray CPS on the front of the motor can cause this code, so it frequently means nothing. Your fuel was dead, and it will take a number of miles to push the dead fuel and air out of the system. Hopefully, you don't have any clogged injectors... but who knows how it was running before the previous owner shut it down for the last time. It could have been running rough already (from using crap fuel) and the no-start was the coffin nail. I propose you picked up your Powerstroke for a pittance, so this leaves you some budgetary berth for better boomers (injectors).
That TPS gives me pause, but it might prove fruitful to clear all codes and start fresh.

Glad it is running. Because it is running and some of my thoughts have already been suggested by others, i see no need to repeat them.
Preventative maintainence, plan to do the Hutch mod soon and go ahead and disconnect the fuel bowl heater (inside the bowl is neater).
If you are referring to the #8 contribution fault code, its not uncommon to get that code for # 3 & #8 depending on the cps color installed. How is it running? If its running smooth, I would not worry about it. If it has a miss, I would look at the UVCH connections if you have not already. I cannot remember if you did when trying to get it running and have not read back through to look.
