There should be 0 voltage on the large center post of the AIH that is screwed into the spider. (There are several parameters that need to be met before it is even energized in the first place) If there is you have something wired incorrectly or the new relay is is bad and the contacts are closed all of the time. Remove the wires from the large lugs on the relay and check for continuity, should be infinite /open.
You also confuse me when you refer to the GPCM. Unless you have a CAL truck (or van) you don't have one and would be impossible to replace it with a GPR. The AIH relay is the same as the GPR if so equipped.

yes I have a Cal truck I replaced the AIH with a GPR. The relay shows no voltage as per your instructions. The batteries are at 12.5 and then when I turn the key to run they go down to 10. These are new batteries 850 crank amps each. I have one wire from battery going to large post, the other load post has the wire to heater, and and also another wire which I am not sure where that goes to. the I have the wires to the two small posts which I understand that it does not matter which post it is on.
