If they keep running when you turn the switch off, it sounds like the cam switch in the wiper motor. They do stop when you turn the key to off correct?

How it works; The wiper motor is fed with two power supplies. One is power anytime the key switch is on. The other comes from the wiper switch. When you turn the key on, power is supplied by one of the wires going to the wiper motor, but the motor doesn't run because this power must run through a cam "park" switch. If the wipers are down in park, it will not run. The power from the wiper switch bypasses this switch, so as soon as the wiper switch is turned on the wipers run.

When the wiper switch is turned off, you still have power applied to the wiper motor from the key on power supply, and if you happen to turn the wiper switch off when the wipers are not in "park", the key-on power supply with continue to run the wipers till they reach the park position, and then the cam switch will open up and stop them.

You must have the wipers mounted to the system to cause drag to the motor for this to work. If you are running the wiper motor with no wiper drag on it, when it comes to the park position, it can turn off and coast through the park zone, and then it will start up again and keep running.
