I have an '82 Big Bronco with some crazy wiper action. Basically when in the on position they work...but they stay on in the off position! The only way to turn them off is put the switch half way between on and off! (So everytime i release the parking brake the wipers snap on!)
I swapped the switch with no improvement.

I have been told it may be a problem in the wiper motor...or wiring...but nothing makes sense here.
There's a switch in the wiper motor that allows the wipers to park. When you turn on the wiper switch(the one in the cab) it energizes the motor, once the wipers move out of the park position, the switch in the motor assy closes, also providing power to the motor. If you turn off the wiper switch in the cab in mid-wipe, the switch in the motor remains closed and the motor continues to run until the wipers get to the park position, then the switch in the motor opens and the wipers stop.
This switch is really sort of a nylon disk with contacts and a movable contact attached to the wiper mechanism that sences position. They're not really supposed to be fixable but I've caoxed them back to life before with some creative epoxy use and some solder.
Sometimes when plowing, you get a lot of snow on the windshield, this works the motor much harder and the contacts in the switch get hot enough to melt the plastic they're mounted in and they move out of position and stop working.
It sounds like in your case, this switch is shorted, and not interupting power to the motor when it passes by the park position.
