Your post has reminded me about a leak i have. Sorry didn't mean to jack your post trey.
I have an up pipe leak. I can only turn the bolt 2 turns out and it locks up. I can turn it in 2 turns in also and it stops. Im afraid that im going to snap the bolt off. So my guess is to snap it off and buy the bellowed up pipes.. Any other thoughts ? can't afford them right now..
Spray some PB Blaster on the bolts and let it sit overnight and see if that helps.

60 in-lb for the t-bolts with springs IIRC but I don't know about the ones without springs

I sprayed my exhaust bolts twice a day for a week (truck parked) before the bolts were to be removed... manifolds, ups, and collector. They all came out without incident.
