I really dont think a torque wrench has any business on the fuel filter cap. Snug is plenty tight .On the hfcm i just go for it when i change that filter. Once i get it loose i grab it and start turning it .Nothing like diesel clear up into your arm pit. Good story, made me laugh!.

Very funny; when I change the lower filter I use an old cake tin & a sheet of tin foil that I bend up; open the water drain plug and walk away for 5 minutes.
Takes away 95% of the mess & frustration.
When the big cap comes off only few drips remain.
I have changed mine 3 times and each time it is a fight to loosen; I am very careful to just snug it up but each time a year later it is 3x as hard to get it off!
Anyone have trick to keep it from binding???
I was thinking there must be a special grease that doesn't dissolve in the fuel???
