don't mess with the throttle stop. its probably there for a reason. if you want to increase the maximum fuel output, there is an adjustment screw under a little cover on the side of the IP. thats where you want to make your adjustment.
its a little triangular cover, i'm sure someone here has a pic of it, i've not adjusted mine, but i think i identified it on my spare IP - but i'm not sure enough to point you in the wrong direction

The throttle stop is adjustable. It has a bolt and a nut for a stop. It is meant to be adjusted

The throttle stop is just going to minimally give you a bit more RPM, just puts more pressure on the Gov spring and holds the metering valve open a little further. If you want more RPM, than you can adjust it (only about a 1/2 turn at a time, then test), but if you are just looking for more fuel on the lower end, it wont give you anything.

My truck for example, uses the whole sweep of the cable, I set it like that to get as much metering valve travel as possible... Its not necessary on a DB2, as the metering valve flows plenty for that in stock form.

A better way to get more RPM, if thats what you are after, is to adjust the Gov stud just above the head (part where the injection lines go on)...If you turn it in, it will give you more RPM...
