Vacuum Pump Power

I've done some searching on vacuum pump problems here but I'm not seeing my specific issue. My pump doesn't run with the key on. There is no power at the plug. Where does the pump pick up power? I've even went through all the cab fuses just in case. I can't find one open.
I have a new pump ready to install but don't want to expose it to what ever this problem is. Thanks.

What year truck. 1999-2001 it is fuse 28 15A under dash.

Thanks for the response. I think in pulling all the fuses, I may have had intermittent connection at the fuse. I seems to be working now. All though the pump sounds horrible and runs for up to 30 seconds before switching off. BTW it's a 2002. Think it's the same fuse? Thanks.

That's about normal... the pump has to evacuate the vacuum reservoir and the sound is akin to a squirrel on meth, operating a miniature tire hand pump.
