I have the same problem. I did get a hold of the shop scan tool and pulled up the vgt solenoid and the ebp sensor duty cycles's on a graphic scale and saw that the signal of the ebp was leading that of the vgt soln signal during the surging. I ended up disconnecting the ebp sensor and it did quit the surging but popped a code shortly there after. So I reconnected the sensor and cleared the code and for about the whole time of the drive-cycle reset, it did not surge, approx 50 miles or so. I am about to bu the ebp sensor to see what happens.BTW all the oil pressures and all parameters and there currently no codes on the truck. Oops! didn't mean to high-jack the thread.

I think Benny said something about cleaning the EBP sensor. " TUBE" idk but he'll straighten us out

no Problem, the more info I can get on this problem the better I always thought vgt sensor but at 400$ lets let the scan gauge do some work first. after I putt the name in the scan wont let me go to icp or tps even when started . is any body close to manteca ca. that would be of assistance with the scan gaugeII . My Brain hurts from all the reading and numbers rolling thru it LOL.
I live in Suisun City, next door to " Budweiser" off I 80. Can you bring the SG2 here and we can hook it up to my truck and program it for you. I work 40 hr. Weeks so it would have to be an evening thing

You can try to clean the EBP sensor and make shure the tube is clean too
Im guessing you have an 05+ MY
Another check of the EBP sensor is to compare BARO,MAP,EBP at KOEO they should be within .5psi

Hit the Lowest right hand button till brings you to HOME Screen
then hit the button next to Gauges IIRC and scroll threw till you get to what you want
You are SAVING them after you enter the NAME Right???
You also need to select a Position for each 0-24 are you doing this???
