torque converter not unlocking

Friend asked about replacing his tranny It is a 4r70w in 1998 f-150 2wd. It stalls engine when you come to a stop, Shop diagnosed it as TC not unlocking. Shop wants to replace the entire tranny for 3g's He doesn't have 3 grand. I was thinking replace the TCC solenoid and see what happens. Any thoughts on this would be appreciated.

Why randomly replace parts? Is the solenoid bad? Is it a wiring problem? Maybe a stuck valve? How about low trans fluid? Any of those could do it. A little diagnosis could save a lot of money.

Mark I am the one doing the work just trying to find a place to start. Fluid is not low and is in good shape. What items should one check to diagnose this problem

There are no codes active or pending. Brake position switch appears to be working. I think I will disconnect the purple with yellow stripe wire from the transmission connector and see it the TC stays unlocked.

I would not think it would be electrical, its more that likely being applied due to a leaky circuit or its just a bad converter. I very rarely have to replace the tcc solenoid, my first thought would be a missing or deteriorated rubber check ball inside the valve body (#7). You will have to remove the valvebody and its top plate to check, make sure you have new valve body gaskets because the will tear.
