The keyless remotes for my 08 F350 are not operating as they should. For some reason, the truck will only accept the programming for one remote. I have followed the correct procedure to program them [key on/off 8 times staying on, then activate both remotes, then key off] several times with no success. I have tried several different remotes and new batteries, thinking that was the problem, but still no luck. No matter what I do, I can only get the truck to remember one remote.
You are programming 2 identical remotes? I had a similar issue a few years back on a truck I was working on. I had an issues where it would not go into programming mode. I ended up disconnecting the batteries, and unplugging the module waited a bit, reconnected batteries, then module. Someone suggested I try this first and it worked!

The truck I had an issue with was an '04 and I believe it was located behind the radio area. Maybe start in that area? Hopefully someone will chime in with some help...
I'm having the same problem with my 99 F250. The locks cycle but the remotes won't program to work. I have tried this 25 times but never unhooked the battery to try that. I'll see it this works.
I know that they lock the number of keys in the E-PATS system.
Could there be some thing like that for the remotes?
If that is the case your going to need someone that has access
to a programer like the IDS system at the dealership.
I had a 3rd fob tjat would not program and it had
something to do with having the door open or some odd thing
like that. As I think about it Maybe it was door closed and locked
before I could get it to go into programming mode.
