Glue in a patch panel 1" larger in dimensions from behind and call it "filled for now".
It would make the hole not as noticeable AND it keeps the mud from splashing through it......
Use body panel cement ya can get at yer parts store or body and paint supply. Use it sparingly as it really sticks and is very hard to get back apart if ya use to much.

What makes you believe it's a Camper Special? The front fender emblems as missing, could have said Camper Special, could have said Twin-I Beam.
There is no code within the VIN or stamped on the Warranty Plate that denotes a Camper Special. What trans does it have, 3 speed manual or A/T?
If a 3 speed, it's not a Camper Special. Camper Special package included a 300 I-6 or 352, 4 speed manual or MX Cruise-O-Matic.

Tool compartment was an option or a dealer installed accessory for all Stylesides, so just because it had one, does not make it a Camper Special. Case in point:
1965 F100 I bought new in March 1965 had the tool compartment factory installed, it was not a Camper Special. During the 44 years that I owned it, never used the tool compartment once.
There are no records remaining for these trucks, as FoMoCo THREW THEM AWAY decades ago. So there's no way to find diddly-squat as to how they were originally equipped.
