Well the c-6 i had in my 1976 ext cab shifted fine before i rebuilt the motor and now when i go to drive it will only stay in first and if i manualy shift it to Second it will shift into second "sometimes"" but it never shifts into drive
Transmission fluid level is at "safe" on dipstick
Would the vaccum line from the transmission make it slip and not shift into drive?
That could keep it from shifting into drive but I don't think that it could make it slip.
The modulator uses engine vacuum as a signal to determine line pressure and shift points. If the vacuum line is disconected the modulator will think you've got the throttle wide open (no vacuum signal) so the line pressure will be at maximum so the shifts will be harsh and the 2-3 shift will occur at high road speed if at all.
Slipping is usually a sign of excess wear or low line pressure.
Question, when you put the engine back in, how did you install the torque converter? Did you slip it on the tranny input shaft and make sure all three shafts were lined up or did you bolt it to the flex plate first?
I made sure it clicked 3 times on the transmission shaft. all i did to the transmission was put a new filter in it and there wasnt that much clutch material in the pan and it never slipped before or shifted hard.

Three "clicks" is good.
The harsh shift kinda points to the modulator. Check the vacuum line for any holes or kinks.
With the engine idling, pull the line off the modulator then check two things, 1) the line has a strong vacuum and 2) see if any tranny fluid leaks out of the modulator.
