Frame Rust Question

my truck is in good shape but the frame is rusty and starting to flake. short of sand blasting it, is there a good rust inhibitor that i can spray or paint onto the underside and frame?

A wire wheel and some POR15. Get the smaller cans and you can brush it on and not waste any.

how hard is it to remove the entire truck bed to get at the frame?

^^^About 8 bolts and a buddy to assist in lifting...oh and don't forget to unplug the rear harness.
