I replaced my turn signal switch and didn't pay enough attention to these pieces when it came apart. I have this spring and little brass(?) bit that I think are both part of the horn mechanism.
I believe that you are missing one horn spring. One fits into the hole with the wire, and the other spring fits between the steering wheel and the horn button. The springs are reproduced by Dennis Carpenter. Good luck.

The brush is junk, has broken apart. The spring is supposed to be connected to #1 (nestles inside it). There's a thin copper wire inside the spring that connects to both ends, no see um.
The brush fits into its insulator that is hand pressed into a hole on the outside of the steering wheel.
Since the insulator isn't pictured, it's still in place or fell out (a common occurrence) when you remove the steering wheel.
Why it broke: The copper wire snapped, which is another common occurrence, #1 then separated from the spring.
Have a Dennis Carpenter 1957/66 truck repro parts catalog? If so, look on page 20, the brush is shown.
1964/72 Ford Truck Parts Catalog / Illustration Section 35, Page 8: The entire column is shown in an exploded view).
Look at the steering wheel (1961/63 is the same): 13A821 is the brush, 13A822 is its insulator. Ford later packaged both parts as the C2OZ-13A821-A kit.
Well I got the brushes and put it all back together. I can bridge the brush to the steering wheel nut with a screwdriver and sound the horn, but when I fit the horn button, the horn doesn't really work- it only sounds about one out of 5 or ten presses. What am I missing here?

Are you getting all three tabs fully inserted and turned all the way in?
After reading this thread, I removed the horn index and mounting plate from the horn button and realized that the horn ring pressure pad looked like it might be installed backwards. Sure enough, flipped it over and the horn works great now.

There is a coil spring between the horn button and steering wheel. There two different types of these springs.
One is only used with the horn button (CODF-13A807-B), one is only used with the horn ring (CODZ-13A807-B)
dang...I wish I had caught this earlier as I have lots of those lil horn contact springs as well as index plates...

Thought Id give it a shot with the possibility of a local pick up and I try to use original equipment, if they were that. Some have complained about the quality of the brushes that are available through the different on-line sources. I shoot for brick and mortar locations so then I can put hands on the parts cause you never know what will show up at the door. Be great to find a Napa number or some other brick and mortar pat number to interchange. Thanks for the links, Ill see what National has to offer.
