On my 2003 Excursion I couldn't put it into reprogramming mode. One issue that I know I was having was one of my door/dome light switches was bad. After you close the door the dome light stayed on for about 15 minutes or about 30 seconds after you started driving...also the door ajar light always stayed lit.
I replaced the faulty door switch and was then able to put the truck in programming mode for the key fob.
I just tried turning on the wipers while programming new key fobs and it worked.
I entered truck, closed door, locked door, unlocked door, turned on wiper blades, turned key from position 1 to 3 8 times rapidly, and truck finally went into program mode.
What a relief this was.

I know this is a very old thread but I was hoping someone will see this and give me insight. I have an 02 CCSB F250 xlt, bought a new fob and can't get it to go into program mode. The door lock on the driver's side rear does not work by the switch it Buzz's. Would this be my issue? I tried the new fob on my 03 F250 SCSB sport and it programmed first try which I thought was very odd since the dome light is stuck on in that truck. Would the door lock be the issue on my 02?
Yes my truck has the option of keyless entry but I am unable to enter programming mode. Is there a fuse or connector that would power that module?
I know on mine, I had to make sure I cycled the switch from the “on” and back one click, eight times, leaving it in the “on position. Problem I was having, and many others, is that I was returning the key two clicks back (off “key release”) position. If you cycle the key to that point it won’t work.
I did a search here and on Google and didn't see anything with the exact symptom that I'm having.
I have a new keyfob for my wife's 2000 X, and I'm trying to program it. The procedure is simple, right? Get in the truck, put the key in the ignition, lock the doors, unlock the doors, then cycle it to the run position (back of off), 8 times -- staying in "run" the eighth time.
I've done this OVER and OVER after my wife said it wouldn't work for her. The problem is that when you hit run the 8th time, the locks should cycle, indicating that it is ready to program the remote. The problem is the locks never cycle.
I also tried the same procedure without the locking and unlocking step prior to turning the key. And I also tried it by locking and unlocking prior to inserting the key.
Seems simple, any idea why it won't work? I can't find ANYthing regarding other people with this problem.

Has to be reprogrammed by a snapon scanner it won't do remote relearn on that model
I know this is an older thread, but +1on the windshield wipers. My 2000 X wouldn't work no matter what combo of locking, unlocking, door open, door closed, etc that I tried. Then I tried the windshield wipers on and it did the trick. I simply opened the driver door, unlocked the rest with the button, left the door open, turned the windshield wipers to the first setting, cycled ignition 8x and it went right into programming mode, allowing me to program both my new remote and my old one. Hope that helps someone!
THANK YOU! I was losing my mind over here. This was for a 2003 Ford Ranger. Nothing else but these exact steps worked.
I had 3 working remotes on my 2006 Ford Econoline E450 RV. All of a sudden All 3 remotes stopped working. I programmed those remotes before according to the procedure, and they worked all the time. But this time when I enter programming mode on 8th turn, doors lock/ unlock. I press on remote and NOTHING happens. At first I thought that batteries on all 3 remotes died, but that wasn't the case. So I DISCONNECTED the MAIN BATTERY for about 2-3 minutes and then reprogrammed it again. This time everything went well .
Good call Alezhka, I bought a 2006 e350 last year….pita door key…. Helped grandson with his F150 keyless….Ummm….cranked mine 8 times..yeah…lock and unlock…yeah bought 2 fobs on eBay…ummm ..no go..??? Read through all these threads…scanned it…open door, closed , wipers on, …???.. what is going on? I programmed the 150…I added keys to both my 250 and GS 150….I tried your idea, disconnected neg for 10 mins…IT WORKS….and to to what end…I have 2 stage unlock, tap lock twice and set an alarm, the panic button works. Adding this since I spent far too long trying to figure out, but if you have the advanced security system from ford (with remote start) the programming procedure is different! Previous owner didn't know the truck had it, just told me key fobs didn't work, so I figured it was batteries and didn't think much of it. Programming steps work the way they should, after 8 clicks locks activate, but no response after pushing buttons on fob. Eventually found a supplemental manual in the back of the glove box, Ford Advanced Security and Remote Start! There's a small reset button under the dash (centerline of the column) that you hold for 15 seconds with the key 'on' (vehicle off) until the horn chirps 3 times, then press the lock button. Hopefully this helps someone else!
I'm having the exact issue. Mine has keyless entry. Is that a different proceeder?
so I was having tons of trouble nothing in the internet was working until I found the later posts on this thread. I have an 02 7.3 f350
followed all the steps but door had to be opened and the unlock button on the actual door had to be clicked first unlocking all the doors. I repeat using the key fob to unlock all the doors does NOT work.
then 8 cycles (not so sure it matters whether 5-8) then it finally entered its programming mode by locking and unlocking automatically
