Remote Program Not working

I just purchased a 2002 Explorer XLT 4x4, 4door with the 4.0L. It only came with one key and no remotes The two remotes I purchased on ebay for $20 just came in the mail yesterday along with programming instructions. I was able to successfully get it into program mode, and program one of the remotes on the first try. Here's what I did just so that there aren't any questions. I turned the ignition on and off 8 times in 10 seconds and left it in the ON position. I did hear the locks lock and unlock to indicate that it was in program mode. About 3 seconds later I pushed a button on the first fremote and the doors locked and unlocked again. Three seconds later I pushed a button on the second one and nothing happened. I then turned off the ignition and the first remote was able to unlock and lock the doors, but the second was not functional. I then decided to do it all over again to try to get them both to work, but in all my following attempts I couldn't get a response from either remote after putting the explorer into program mode. I know it can only accept up to 4 remotes, but that should be reset every time. I just put new batteries in them too. Any Ideas?

Try doing them one at a time. Have only one remote in the car each time. May be conflicting signals from the 2 at one time. Just a guess.

Do it again. close all doors and unlock the doors with the door switch. cycle the key 8 times again, ending in the ON position. The doors should lock/unlock. Right away, click any button once on each remote.
