Yes, the door tag is not a "legal" VIN plate, in spite of some DMV officials thinking it is.
It was only used as a "convienience" item for dealers to get info for warrentty purposes.
Some salvage yards have sold doors with a title, but that's not the correct way to do things. The frame VIN is the one that is *supposed* to match the title.
To the best of my knowledge, the first *actual* VIN plate used on a Ford F series was the dash plate on 1980 and newer model trucks.

You're correct, the first use of dash mounted VIN plates was on the '80 model.
