A standard scan tool will not display error codes from the ABS system. You need a scan tool with ABS software that can access the ABS system and display the ABS code(s).
It's possibly your local auto parts store may have one you can borrow, but I haven't heard that they offer that service yet. You may be stuck getting a professional to pull the code.

Just because he's a professional doesn't mean his scan tool is. Do you know what kind of tool he used and if it was updated for your 1996 Explorer? I wouldn't necessarily condemn the module yet. The ABS warning indicator in the instrument cluster is illuminated by the ABS control module so if that light is coming on, the ABS module is working to some degree unless the 4WABS Main Relay is not working properly. If the relay is the reason the light is coming on, then you still aren't to a point where you should condemn the module.

Friday when I posted I was looking at the diagram from the Ford factory service manual DVD for 1992-1996 model years. It shows a 4WABS Main Relay. This morning I decided to check the 1996-2002 Ford factory service manual DVD and it shows the same diagram for the 1996 model year. Keep in mind these are both Ford DVDs, not Chilton or Haynes.

Is it a 2wd drive explorer? If 4wd, I am not sure about this but more than likely if you take a look at the top of rear end, you will see a connector going to the ABS sensor. Most of them are held in place with a 10mm bolt. Take it out and replace it. The sensor runs about $12-$13 at the parts store.
