Just kinda a simple thing to try that's worked on old cars in the past have someone cycle the key and try pounding on the tank, some times the motor will shake loose, can't hurt too try, same idea as hitting your starter when it has a dead support l spot. And if we could set a time up we should meet up and try to get that thing fired!

On the 93 F250 you can ground on of the wires on the test plug and turn the key on and the fuel pump will keep running. Not sure how to make that happen with the ODB2. Also if you have fuel in the tank and its 0 out at night it may take some time for the fuel temp. to get above 32 deg. and the ice to melt.
