No, the insert just hangs in the reservoir. The fluid inlet is farther down. Any air that comes up will float to the surface and collect under the rubber insert (but not blocked by it).
Are you sure the pedal bushings are in good shape and the firewall isn't flexing?

I think I finally got all the air out of the system. I drove into the pueblo with the terrible road. I held the clutch in while rolling and then I pumped it several times while hitting all the potholes and speed bumps. The clutch pedal is still holding its stiffness for the last 2 days.
