What "backing piece"? Mine has cardboard, nothing else. Jute is great for holding water against the steel.
So are you going to use that $200 criteria for everything? Sounds like Rustoleum is in your future for paint?! You surely have several times that just in your engine rebuild and trans.
My cover was in bad shape, so I removed it and used it as a template to form a new one from 6 mm PVC. I used heat gun to shape it by placing the old one underneath with 2 x 4's under the raised portion. I used a 1/4" heat blanket that is covered with foil as my insulation. I marked all the screw holes, etc from the original. You have to "burn" throught the PVC liner for the holes due to the liner balling up in the drill. I used plumbing pipe and an awl heated with butane torch. Not perfect but I tweaked the fit once I started to install on firewall.

That piece turned out well. My original insulation piece was corrugated cardbard and after 65 years it was dry so I am not worried about moisture. The accellerator bracket mounting is setup for the thick padding. It has 1/2" hat washers.
