They have winch trays that attach to your frame the Westin - Max Winch Tray is one of them there's a lot of different makes, about the plug i don't know if its ford specific or generic. Also the plug could be for a snow plow attachment.
I would get an aftermarket heavy duty off-road bumper if i were to put a winch on it

Thanks to Tylus! I found the same plug in one of his posts on his 6.0. He said its the Ext Air Temp Sensor. Turns out it is.

I wonder if you put a temperature sensor on it, will you have reprogram the computer to add a read out on your dash?

There was a temp sensor in it, I just thought it was a protective cap so I took it off for the picture. I took it off and my display stays at 50 degrees. I'm gonna play with it later and double check. I was in a hurry.
