From what I've found, 91+ Federal Emissions EEC-IVs should be able to data-stream.

My experience with data-stream on EEC-IV has only been limited to half ton and lesser vehicles though.

not just quite yet now my starter wont even crank the engine so idk what's going on now. Can someone give me the rundown of how the starting system works in these to c if im missing anything i know this system but refresh me plz. May vid or link that explains how it work.

if im right on that that means that my starter get power but will not turn over which means my starter is bad an i get to yell at the guys that rebuilt my starter like 4 dang days ago.

that is correct, if you jump both studs with some pliers the starter should turn,
if you get nothing possibly the red/blue wire at the starter is not making good contact, usually rebuilders replace solenoids that have spade terminals with thread on connectors i dont know if that was your case.

I agree with you, but i have seen some 94ish trucks with 4.9 / c6 combo without
data, again i don't know why.
in my truck's case the drivetrain came out of a 92 E350 ,
the ecm # f2tf-12a650-gb and guess what no data, and i have seen this same part # listed for trucks up to 94.

Wonder if it's a C6 thing? I had working data-stream on a '93 E-Series 4.9 E4OD.

it could be, I checked my scanner and for that year it lists 2. 4.9 engines: vin code 9 and vin code Y.
also, a search gives me these options for pcms on 4.9 econoline that year.

so again my only point is that not every truck older than 96 gives data.
