The system should build and hold 40-45psi within a couple cranks of the key(engine not started), and then maintain 32-35psi with engine running at idle and vacuum attached to the regulator. With the engine running if the throttle is blipped the pressure should rise momentarally(not fall). If your truck fails any one of these conditions you have a weak pump or possibly low voltage at the pump due to corroded connections or a bad ground, or possibly a clogged fuel filter or failing regulator. Also note there should not be any fuel in the vacuum line attached to the regulator.
