1997 ford diesel od problem

I have problems with od. My truck recently would come out of od and light on gear shifter would go off. I would simply filp switch and would go back in od. However, it recently stopped all together. I have taken to ford dealership where they indicated a sylinoid pack gone out and it needed $1900.00 to replace. I balked and took to a transmission guy where he put new one in and same thing happen. He believes problem not internal to transmission but perhaps in stearing column going to cumputer. Not computer to transmission. Any ideas? I have taken to 3 other mechanics that can not figure out problem.
