I was thinking they were for towing the fighters out to the flight deck, now I have the full picture..

No. They would start aircraft. The low profile got them under the wings. They steered with the single back wheel. They were speedy little things.

Auxilliary Power Unit (APU) for starting jet engines in the 1950s. The U.S. Navy used them on aircraft carriers. A company in California bought a bunch of them but none left now that anyone can find.
