I don't get it, what are the side brushes and side guards pictured above supposed to accomplish? I can see the armored ones during wartime, but the brushes and side skirts seem to be more of a steering concern and not keeping mud off the tire?

IN that era, there were still many equines used on the streets along with the resultant horse crap. I would guess the push was on to rectify the reality of getting splashed with horse crap. .
