Well I replaced the cluster and left the key in the on position hooked up the battery and nothing. long story short 2 maxi fuses later (ignition switch fuse) it works just fine, for some reason when you have the the shifter all the way down and the key on you will pop the maxi-fuse (60amp) when you hook up the battery
So now i am all good and the cluster only cost me $30, and when comparing them i did see a burned spot on the bad one on one of the jumpers and also on one of the spots on the ribbon strip
That is good news---saves you a lot of searching and aggravation!
Keep the old cluster because chances are the gauges and rest of everything inside the plastic case is good and working just fine. The good or unburned green flexible circuit board can be transferred to the original cluster and perhaps be the fix needed in the first place. Remember to keep the little PCB tucked away at the top on the back of the case---it goes with the green flexible one.
also, the plastic flex board can be repaired with careful soldering of jumpers over/around the burn spots. worst case you go connection point to another conn point...
