the heater can short enough to kill the truck and not pop the fuse?

a 'no start' on these things can drive ya up the wall sometimes

well the nut wasnt loose but at the base of the ipr its cracked. The whole connecter is loose from were its cracked

well the plug was fine but the metal was cracked where the plug is molded into the ipr

That is an electromagnetic coil. Undo the tin nut and it will slide off. I would definitely Replace it . If it has the slightest bit of a short, it will not work
