there are 5 11 mm nuts on the inside of the cab. 2 on the top and 3 on the bottom. the 2 on the top are behind the glove box. you will only be able to find one of them. the one you cant fins is in the far right corner. there is a vacuume connector with 3 lines on it under the dash behind the glove box that has to be disconnected. as well as the bracket on the out side of the case that goes to the fire wall. then the 2 a/c lines to the evap case.
the oil rails need to be off, the push tubes need to be remove.

being that I have to ask what little cover i will have to say no.
I think you mean the little rectangle one above it. that is there to accomadate a design change in pcm location for the 08 year.
once again the nuts you need to remove are done from the inside of the cab
