Is it not staying off after you press the button each time you put the truck in reverse, i.e. you put the truck in reverse, press the button and the alarm continues to work? Or are you saying it reactivates each time you put the truck in reverse, i.e. you press the button then put the truck in reverse and the alarm works?
I asked because basically the RSS resets each time you put it in reverse.
From the manual: "The RSS automatically turns on when the gear selector is placed in R (Reverse)".
You need to press the off button AFTER placing the truck in reverse. You will need to do this each time the truck is placed in reverse.

If I press the OFF button on mine and it is not in Reverse, the OFF light will remain on until I put the truck in Reverse. As soon as it is put in Reverse, the OFF light goes out, and RSS comes on until I turn it off with the button or take the truck out of Reverse. RSS is only on when the truck is in Reverse.
I must turn RSS off each time I put it in Reverse if I do not want the RSS on, like when backing up with the trailer attached.

I think the OP is saying his RSS isnt working at all. When he starts his truck the RSS is automatically off and no matter how many times he pushes the button to turn it back on it wont turn on.
I would think there has to be a problem somewhere in the system. Maybe with one of the sensors or maybe the module.

Your suspicion is correct, you can address the PAM (Parking Assist Module) with proper diag equipment. Maybe it is just turned off. Check post #15 in this thread for instructions on turning it off. Should be able to turn it back on the same way.

First take a look yourself. The plugs on the backside are in a harsh environment and may have a bad connection. With a good scanner you can check each sensor for faults.

Rusty is correct and that link should help a lot
If in reverse engine off so it does not run over you. Put your
ear up to each sensor and you should hear a clicking sound.
If you find one that you don't hear the click likely that is the
one that is having problems. You can try to swap locations on
the bumper by pulling the sensor and moving it. Use care the plastic
ring stays on the bumper and the sensor.
Here is what the PAM sensor looks like

Also while you under the back end look at the harness and all the connectors
and look for any green fuzz on the pin and sockets. If dirty pins/sockets are found
use some electrical contact cleaner and corrosion inhibitor and dielectric grease.
I sait is already but worth saying it again. Be careful with the attaching rings
that stay on the bumper I found out just how much they cost. Also each one
has it's own part number. I found my list. They are in the $35~$45 each.

Not sure what one goes in what location. That is easy enough to look up
with Google or Fordparts.com.
Now the correct way to test the system is with IDS and VCM2 or a VCM.
That will check the whole system and report faults. It even has a test for
distance from bumper to verify what the sensor is reporting for distances.
One possibility is a blown fuse. What year and model are we dealing with I can only
see the newer F150 in your about me. I can post the correct diagrams once I know
the year if it's between 2000~2007
Also here is why you want to make sure that you have the problem identified
