What do I need to completely replace rear tank, and....
2 Questions:
1) Would someone please help me with a complete shopping list to replace this tank?
2) Where do I dump 19 gallons of bad gas?

Even old gas burns, or ask a oil changing place if they will take it off your hands. I am sure that will cost ya a few bucks.

Line your support straps with old rubber tubes or canvas straps.
I can take old gas to my local garage - they put it in with oil that is being recycled.
As mentioned, its a good time to choose between standard 19 gallon and 38 gallon. With 19 gallon all parts are available and work as supplied. With 38 gallon, customization of the fuel pickup is needed and the fuel gauge will be "unusual". I like my 38 gallon tank and longer range though it was a bit of a project. There are lots of posts covering 38 gallon install.
If you are going the 19 Gal way and sticking with metal Rockauto has the best prices I found, and its what I used on my truck. I degreased and painted the exterior of mine to keep it fresher longer. that being said the time and energy to do so would have been worth just going with the 100 bucks for a plastic tank.
The only reason EEC (Electronic Engine Control system aka on board computer) is listed in the 1973/79 Ford car parts catalog, is because some 1979 LTD's with 351W's came with it.
