I didn't know they made such a thing. I drove past an '08 for sale today and had to turn around and check it out. Is this as rare as I think or do I just not get out much? It was also a V-6 w/5speed manual that even made it more unusual to me.

not really that unusual. I've seen a lot of reg cabs with 6.5' boxes
I have a regular cab as well..Wrecked one, on my second regular cab now lol. Great truck, a lot easier to drive than a full size truck but not as small as a ranger. So in my opinion, you don't get out much. In all honestly, maybe they aren't popular near you, but here in CA there are quite a few.
I guess I don't get out much. I thought all regular cab trucks were 8' bed. This is the first short bed regular cab I've seen on any relatively new truck, Ford or Chevy. Funny thing is that I am in an automotive business and see all kinds every day. I guess since I drive a 250 I don't notice the 150s as much.
The short bed regular cab trucks were only available in XL, STX and XLT. They are far easier to drive because they will turn around far more easily. I bought my 04 with almost every option available, including the 5.4. Almost none of them were loaded and had the 5.4 that was only available on the XLT.
If you look at vehicles old enough to be collectable, the valuable trucks are almost always standard cabs with short beds that have a lot of options including the largest engine available.
